Task: The function returns the value of the
inputCharsets system configuration entry as a list. This list contains
the names of the character sets that are valid for imported versions.
Syntax:
systemConfig validInputCharsets
Function parameters: none.
Return value if successful: none.
Necessary permissions (CM only): no restrictions.
